About the Tier List
This is a quick guide for new players who have nothing and want to know what characters they should invest in to progress the fastest.
There are two tier lists provided here. The DPS Tier List is for the main damage dealer that a team is built around. The Support Tier List is for the other 3 characters who help to enable the DPS.
These are "poverty newbie tier lists," not necessarily Alert 5 or speed clearing tier lists. They assume that the character is at most E3 and you don't have many limited characters or wheels. If a specific enlighten is important, it's specified.

The order of characters in each tier doesn't matter.
There are no useless characters in this game. With enough investment and patience you can clear with anything. This tier list just tells you how hard it is to make a character work.
Newbie DPS Tier List
S (Insane): This character needs very little investment to steamroll story mode and D-Effect Zone. You should strongly consider pulling for them as a new player.
A (Great): This character deals enough damage to clear normal story mode as main DPS, even with a suboptimal team. They're also good in endgame content like D-tide Alert 5.
B+ (Good Early): This character deals enough damage to clear normal story mode as main DPS, even with a suboptimal team. However, they need specific teammates or high investment to beat endgame content.
B (Decent): This character deals enough damage to clear normal story mode as main DPS, but needs specific teammates or high investment to complete all story chapters.
C (Usable): This character needs an unrealistic amount of effort for a new player to clear normal story mode with. They can be used as a main DPS in early chapters, but are better used later on as a support or secondary DPS.
A yellow background means it's a free character you can get without using pulls.
A blue background means it's a standard character you can get with Pure Cores.
If a character isn't listed, it means you would need a crazy reason to use them as a DPS.
Newbie Support Tier List
S (Insane): This character improves almost any team by being on it. You should strongly consider investing in them as a new player.
A (Great): This character is a premium support that is strong in a variety of situations. They can help otherwise weak teams punch above their weight.
B (Decent): This character is good at one or two specific things, which makes them valuable if you need those things.
C+ (Niche): This character has a unique ability which makes them valuable in some rare situations.
C (Usable): While this character can be used as a support, they generally aren't the first choice as other characters fill the same role better.
A yellow background means it's a free character you can get without using pulls.
A blue background means it's a standard character you can get with Pure Cores.
If a character isn't listed, it means you would need a crazy reason to use them as a support.
