If you can stack a lot of shield in one turn, Sanga's exalt converts it into significant AOE damage. This makes her useful in stall teams that have trouble killing normal enemies fast.
Sanga can solo DPS at low levels, but she struggles with enemies that have a lot of HP. Unless you have her OE, or a support that multiplies her damage like Saya, she's best used as a supportive secondary DPS.
